New Team Driving Laws 1) When can a new driver have passengers in Maryland? Older drivers must comply with Maryland’s imparred driving laws. Provisional license holders under the age of 18; may not drive with passengers under age of 18. 2) How old do you have to be? MVA can only issue learner’s permit to anyone 15 yrs and 9 months. 3) Do you have to take drivers ed if your 18 in Maryland? Maryland law requires all new drivers to complete this course to obtain a driver’s license.
